Owners of devices with A5 processors (iPhone 4s, iPad 2, iPad mini, iPod touch 5G), A5X (iPad 3), A6 (iPhone 5), A6X (iPad with Retina display) will not be able to return to iOS 6.1 .4 / 6.1.3 and below.
